Morocco and France have strengthened their strategic security cooperation following a high-level meeting in Rabat on Thursday, September 12, 2025.
The talks brought together Abdellatif Hammouchi, Director General of National Security and Territorial Surveillance (DGST), and his French counterpart Céline Berthon, underscoring the shared commitment to tackling regional and international security threats.
During the discussions, described by both parties as “exemplary,” officials focused on counter-terrorism, securing major sporting events, and coordinating efforts against espionage and transnational threats. The DGST highlighted “the effectiveness of joint operations” already conducted, particularly in dismantling terrorist networks active across the Sahel-Saharan region.
Céline Berthon, leading a high-level French security delegation, praised Morocco’s contribution to the security of the Paris 2024 Olympic Games.
The two officials also discussed measures to safeguard the Africa Cup of Nations in 2025, which Morocco will host, and the 2030 FIFA World Cup, to be co-hosted with Spain and Portugal.
Sharing operational data and expertise was emphasised as central to anticipating public security risks during large-scale international events.
In addition to event security, the meeting addressed the growing threat of foreign espionage and hostile activities targeting both countries.
The discussions reaffirmed the importance of developing a forward-looking, coordinated approach to counter cross-border criminal and terrorist threats, reflecting the increasingly complex global security environment.
According to the DGST, the dialogue illustrates “the importance attached to Moroccan-French security cooperation,” widely regarded as a model in the region.
The partnership spans counter-terrorism, the fight against violent extremism, and measures to manage irregular migration, underpinned by a shared commitment to vigilance and proactive planning.
As regional and international security challenges evolve, this strengthened collaboration demonstrates the determination of Morocco and France to maintain stability, protect citizens, and enhance the effectiveness of joint operations across borders.
