The Moroccan think tank Policy Center for the New South (PCNS) has released its eighth annual report examining Africa’s shifting geopolitical landscape.
The 2025 edition, titled “Fragmentation and Reconfiguration: Towards a New African Geopolitical Grammar?”, brings together insights from over 30 contributors representing 13 nationalities, offering a strategic and multidimensional view of continental developments.
Edited by Abdelhak Bassou, Senior Fellow at PCNS, the report delves into five core themes: electoral dynamics, persistent conflicts, regional and global rivalries, the Royal Atlantic Initiative, and external perceptions of Africa.
It integrates original cartographic analyses with a cross-disciplinary methodology, allowing readers to trace fault lines, diplomatic realignments, and Africa’s evolving role in a world marked by intensifying competition and reconfigured spheres of influence.
A notable feature of this edition is the structured dialogue among contributors, who were invited to respond to a shared set of questions regarding Africa’s geopolitical future.
The diversity of perspectives provides a polyphonic and authentic reflection on the continent, highlighting the plurality of national experiences and sensitivities.
In his preface, Karim El Aynaoui, Executive President of PCNS, underlined the report’s purpose: “This report constitutes a new landscape on the same path followed by the Policy Center for the New South, the one which leads to serving the continent, making it better known and allowing it to express its visions.”
The publication follows the 9th Conference on Peace and Security in Africa (APSACO), held in Rabat in June 2025, which underscored the fragility of regional groupings and their struggles to provide effective crisis responses. The discussions at APSACO emphasized the urgency of reforming multilateral mechanisms and enhancing African conflict management strategies.
Founded in Rabat, the Policy Center for the New South has become a leading African think tank, dedicated to providing strategic, multidisciplinary analyses that inform public debate and policy decisions. This latest report reaffirms PCNS’s mission to produce independent, accessible expertise rooted in continental realities while connecting Africa’s trajectory to global geopolitical transformations.
