
Morocco has taken a significant step to bolster its civil aviation sector by signing a management services agreement with the International Civil Aviation Organization (ICAO) in Montreal.
The agreement, signed on Saturday during the 42nd session of the ICAO Assembly, aims to enhance cooperation in training and technical support, particularly in the areas of aviation safety and security.
The accord was signed by Morocco’s Minister of Transport and Logistics, Abdessamad Kayouh, and ICAO Secretary General Juan Carlos Salazar, in the presence of Salvatore Sciacchitano, President of the ICAO Council.
Following the ceremony, Mr. Salazar highlighted the “active participation of the Moroccan delegation” in the Assembly and underscored the importance of the upcoming ICAO Implementation Support Symposium (GISS), scheduled for April 2026 in Marrakech.
“This symposium will mark the history of ICAO and cooperation with the Kingdom of Morocco,” he stated, noting its role in reinforcing international civil aviation standards.
Mr. Sciacchitano described the Marrakech symposium as “of great importance,” emphasizing that it will further support the development of civil aviation globally.
Minister Kayouh praised ICAO’s ongoing role in supporting Morocco’s aviation sector and highlighted the Kingdom’s efforts to modernize airport infrastructure, aiming to double passenger capacity from 40 million to 80 million by 2030.
He also noted Morocco’s commitment to the strictest safety and security standards and the strengthening of the Royal Air Maroc fleet.
The minister described the 5th edition of the Global Implementation Support Symposium as a key platform to showcase Moroccan expertise and contribute to the sector’s development.
Morocco’s progress was formally recognized at the ICAO Assembly, with the President of the Council presenting Mr. Kayouh a certificate acknowledging the Kingdom’s achievements in establishing an effective safety oversight system and improving implementation of ICAO Standards and Recommended Practices (SARPs).
Represented by a large delegation, Morocco also conducted a series of bilateral meetings with officials from other countries and international organizations on the sidelines of the Assembly, aiming to strengthen technical and operational cooperation across multiple facets of civil aviation.
This partnership signals Morocco’s ambition to position itself as a regional leader in aviation safety, operational efficiency, and international collaboration.
