Morocco and Cape Verde have taken a significant step toward strengthening judicial collaboration by signing a memorandum of understanding that aims to modernize institutions, promote legal reform, and enhance the exchange of expertise across their justice systems.
The agreement was signed on Thursday, June 20, in Rabat by Morocco’s Minister of Justice, Abdellatif Ouahbi, and his Cape Verdean counterpart, Joana Gomes Rosa Amado.
It marks a new chapter in African legal diplomacy and is part of a broader strategy to reinforce South-South cooperation on the continent.
“This memorandum constitutes an important milestone in building a strong and ambitious partnership between Morocco and Cape Verde, particularly in the area of judicial governance,” said Minister Ouahbi.
He emphasized that the agreement aligns with Morocco’s ongoing commitment to deepening its relationships across Africa, under the leadership of King Mohammed VI.
The newly signed pact is designed to provide a structured framework for judicial collaboration, focusing on training programmes, legal reforms, institutional modernization, and capacity building for justice professionals.
It also includes provisions for mutual visits, the sharing of legal best practices, and joint participation in conferences and scientific forums related to judicial administration.
For her part, Minister Rosa Amado voiced strong approval for the deepening ties between the two nations.
“This agreement is part of a broader set of bilateral cooperation initiatives covering several strategic areas, including human rights, African cooperation, and the justice sector, with the shared ambition of raising these relations to a higher level of structuring partnership,” she said.
She further commended Morocco’s leadership and experience in modernizing its judiciary, expressing Cabo Verde’s intent to fully benefit from the Moroccan model.
The memorandum reflects the two countries’ mutual vision of a unified and cooperative African future, where legal systems are not only strengthened at the national level but harmonized to foster continental integration and resilience.
