
Morocco has unveiled a sweeping plan to fast-track its digital transformation, committing 80 billion dirhams to the nationwide rollout of 5G technology as part of the “Morocco Digital 2030” strategy.
The initiative, announced following a high-level meeting in Rabat chaired by Prime Minister Aziz Akhannouch, seeks to harness digital innovation as a cornerstone for inclusive development.
The program, approved by the Board of Directors of the National Telecommunications Regulatory Agency (ANRT), aims to bridge Morocco’s regional digital divide by expanding telecom coverage to remote and mountainous areas.
Authorities have stressed the importance of accurately mapping underserved zones to accelerate their integration into the country’s network expansion projects. Coordination between ANRT, government ministries, and private operators is expected to ensure rapid and reliable service delivery nationwide.
At the heart of this investment drive is the deployment of 5G technology, with initial launches slated for major cities by late 2025. The network is projected to reach 85% of Morocco’s population by 2030, dramatically boosting mobile internet speeds while enabling advanced applications across healthcare, education, smart agriculture, and industrial sectors. To support the rollout, the National Frequency Plan has been updated to meet the technological and economic demands of 5G infrastructure.
Sector data presented by ANRT Director General Azlarab Hassibi highlighted Morocco’s digital momentum, with 57 million mobile phone subscriptions and nearly 40 million internet users, representing a 90% penetration rate—well above Africa’s continental average of 37%. This growth has positioned Morocco at the top of the International Telecommunications Union’s 2025 ICT Development Index in Africa.
Beyond expanding connectivity, the government views 5G as a driver of economic growth, innovation, and competitiveness. The initiative is expected to attract investors and boost industries such as e-commerce, financial services, artificial intelligence, and the Internet of Things, solidifying Morocco’s status as a regional digital leader.
