
President Assimi Goïta of Mali has officially tasked Elly Prosper Arama with leading the transformation of the Integrated Development Authority of the Liptako-Gourma States (ALG) into a Regional Executing Agency under the Sahel States Confederation (AES).
On Monday, August 4, 2025, President Goïta met with Arama in Bamako to provide strategic directives following his recent appointment as the provisional administrator of the ALG.
Arama’s appointment comes amid a major institutional reform launched by the heads of state of Mali, Burkina Faso, and Niger.
The reform, endorsed during the 8th session of the AES Heads of State Conference held on July 11 under the chairmanship of General Abdourahamane Tiani of Niger, sets a December 31, 2025 deadline for converting the ALG into a fully operational Regional Executing Agency. To support this transformation, an institutional audit has already been commissioned.
Elly Prosper Arama, who formerly served as Mali’s Director of Public Debt, succeeds Hawa Aw, who held the role of Acting Executive Secretary. His new responsibilities will involve steering the agency through a transition designed to reinforce regional governance and effectiveness. This includes assembling expert committees nominated by the three member nations.
During his meeting with President Goïta, Arama expressed his appreciation for the confidence shown in him and pledged to lead the reform in close coordination with Mali, Burkina Faso, and Niger. He also reaffirmed his commitment to enhancing the agency’s reach in critical sectors such as agriculture, energy, infrastructure, and security.
The Liptako-Gourma region, which spans across all three countries, has been at the epicenter of security and humanitarian crises. The reform of the ALG is widely viewed as a strategic effort to boost regional sovereignty and ensure unified responses to the challenges facing the area, in line with the broader vision of the AES confederation.
