
The Human Resources Development Institute at the Libyan Academy for Graduate Studies has signed a memorandum of understanding (MoU) with the Olga International Academy for Consulting and Training in Tunisia, marking a new step in regional educational collaboration.
The agreement, concluded at the Olga Academy headquarters in Sousse, Tunisia, aims to strengthen scientific cooperation, enhance training programs, and improve the performance of both institutions, the Libyan Ministry of Higher Education and Scientific Research stated on its official page.
Dr. Bashir Al-Shatti, Director of the Human Resources Development Institute, signed the MoU on behalf of the Libyan Academy, while Olfa Al-Adhrai, Director of the Olga International Academy, represented the Tunisian side.
The ceremony was attended by senior officials including Nasser Al Mahdi, Director of the International Cooperation Office at the Libyan Ministry of Higher Education, and Osama Al Taher, Director of the International Cooperation Office at the Libyan Academy, alongside several professors from the Olga Academy.
“This memorandum opens the door to joint initiatives, exchange programs, and collaborative training sessions designed to elevate the quality of higher education and professional development in both countries,” the Ministry highlighted.
The agreement is expected to facilitate knowledge transfer, research collaboration, and capacity building for students and faculty, aligning with broader efforts to modernize higher education and promote scientific excellence across the Maghreb region.
By fostering stronger institutional links, the MoU also aims to create a platform for sharing expertise in consulting, curriculum development, and specialized training, while encouraging mobility between academic and professional programs in Libya and Tunisia.
Officials stressed that such cooperation will not only enhance academic performance but also support the development of skilled human resources, contributing to economic growth and innovation in both nations.
The initiative is part of a broader strategy by Libya’s Ministry of Higher Education to expand international partnerships and ensure that local institutions are aligned with global standards in research, training, and professional development.
The Human Resources Development Institute and the Olga Academy plan to implement joint workshops, seminars, and certification programs in the coming months as a direct outcome of the MoU.
