
In a landmark address marking the 26th anniversary of Throne Day, King Mohammed VI of Morocco has announced the launch of a new wave of territorial development programmes rooted in spatial equity and local empowerment.
“We have instructed the government to develop a new generation of territorial development programmes based on the enhancement of local specificities, the consolidation of advanced regionalisation, and the principle of complementarity and solidarity between territorial entities,” the King declared on Tuesday.
Calling for a comprehensive shift in policy, the Monarch emphasised the need to move away from conventional social development frameworks toward a model of integrated territorial development. “It is time to initiate a real leap forward in the overall upgrading of territorial spaces and in closing social and spatial disparities,” he said.
The King stressed that these initiatives must ensure that “without distinction or exclusion, and in every region, the fruits of progress and development benefit all citizens.”
The proposed programmes will focus on collaborative efforts among all stakeholders, prioritising initiatives with tangible impact. Central to this approach are job creation, the promotion of regional economic assets, and the fostering of a business-friendly climate to encourage entrepreneurship and local investment.
The agenda also includes the strengthening of essential public services—particularly education, healthcare, and basic infrastructure—in an effort to uphold the dignity of citizens and promote spatial justice.
King Mohammed VI also highlighted the urgent need to adopt a proactive, sustainable model for water resource management, citing increasing water stress and climate change. The new strategy aligns with Morocco’s broader national megaprojects and aims to bring integrated territorial development into full harmony with these ambitions.
Since his accession to the throne, the King affirmed his commitment to building a unified, advanced, and inclusive Morocco—driven by economic and human development as well as a strong presence among emerging nations.
“The achievements of our country are not the result of chance but of a long-term vision and strategic choices in development. They were also enabled by the climate of security and political and institutional stability Morocco enjoys,” he noted.
Despite years of drought and global crises, Morocco’s economy has continued to post steady growth. The country is undergoing a notable industrial revival, with industrial exports having more than doubled since 2014.
The King reaffirmed that strategic focus areas such as automotive, aerospace, renewable energy, agri-food industries, and tourism are now major pillars of Morocco’s emerging economy, attracting investment and creating employment.
He also underscored Morocco’s unique standing as a reliable global partner, noting that through various free trade agreements, the national economy is now connected to over three billion consumers worldwide.
