The funding, he said, will prioritize immediate relief for millions affected by severe droughts and hunger across 31 nations.
Targeting Unprecedented Humanitarian Challenges
The aid package includes $823 million allocated through the U.S. Agency for International Development (USAID) and $186 million from the Department of State.
USAID reports that Africa remains the region with the world’s highest percentage of food insecurity, driven by conflict, climate shocks, and economic instability.
“The United States remains steadfast in its commitment to supporting Africa in addressing these profound challenges,” President Biden stated, emphasizing the moral and strategic importance of the initiative.
A Landmark Commitment to Africa
This announcement comes on the heels of $6.6 billion in U.S. humanitarian aid allocated to sub-Saharan Africa earlier in 2024.
It also marks Biden as the first sitting U.S. president to visit Angola, signifying a shift in the U.S.-Africa relationship.
Biden’s visit to the port of Lobito, a key infrastructure project linking Angola to its neighbors via a strategic rail corridor, underscores Washington’s ambition to bolster Africa’s economic potential.
The project is part of broader efforts to enhance U.S. influence on the continent, countering China’s growing dominance.
