
Ivory Coast’s Minister of Heritage, State Portfolio and Public Enterprises, Moussa Sanogo, has hailed significant progress in the governance of public companies, underscoring the government’s dedication to modern and transparent management.
Speaking at the closing ceremony of the third edition of the Certification of Directors of Public Companies (CASP) programme on July 16, 2025, at the Sofitel Hôtel Ivoire in Abidjan, Mr Sanogo highlighted enhanced boardroom dynamics as a key marker of reform.
“The functioning of the boards of directors has significantly improved, with better quality of discussions, increased attendance of members and the effective operationalization of specialized committees,” he said.
Sanogo also pointed to advances in financial communication, driven by a consolidated framework for dialogue with stakeholders and strengthened support mechanisms. He noted that the growing culture of contractualisation has led to the signing of fifty objective and performance contracts, anchoring a results-oriented, transparent, and efficient management style.
A notable development is the increasing inclusion of independent directors in public enterprises, alongside reforms to the legal framework governing the State portfolio, which now align more closely with international standards and bolster governance structures.
Of the 191 directors expected to attend this CASP session, 146 participated, reflecting an 81.6% attendance rate. The minister urged these newly certified directors to embrace their training as a foundation for renewed commitment, advocating for professionalism, loyalty, and dedication to the public interest in their daily responsibilities.
Bamba Seydou, Director General of the State Portfolio, detailed the core training modules, which covered corporate governance, economic and financial governance, and corporate strategy alongside Corporate Social Responsibility (CSR). “These themes embody the three pillars of an effective and responsible exercise of the director’s mandate,” he explained.
Zunon-Kipré Viviane, president of the National Institute of Administrators of Côte d’Ivoire (INAD-CI), added that over nearly 40 hours and 15 sessions, participants benefited from the expertise of 18 senior national speakers.
Since its launch in July 2019, the CASP programme has been central to the government’s efforts to train capable and accountable directors tasked with optimising the management of Ivory Coast’s public enterprises.
