
As part of Guinea’s ongoing constitutional reform process, the River-Maritime Transport Regulatory Authority (ARTFM) launched a grassroots campaign on Monday to raise awareness among its staff and broader community about the provisions of the proposed new Constitution.
The initiative, held at ARTFM headquarters in Conakry and extended via videoconference to remote staff, underscored the agency’s commitment not only to transport regulation but also to promoting democratic participation. The session brought together executives, agents, and observers in a non-hierarchical setting to foster open discussion and collective ownership of the constitutional process.
“On the instructions of our Minister of Transport and government spokesperson, Ousmane Gaoual Diallo, we held this meeting to inform and raise awareness about the content of the draft Constitution,” explained Aminata Sangaré, Deputy Director General of ARTFM.
Highlighting the egalitarian spirit of the gathering, Ms. Sangaré noted: “Around the table today, there were no directors or managers. There were Guinean citizens.”
One of the most notable reforms addressed during the session was the introduction of a 30% quota for female representation across all levels of governance and public responsibility.
“What struck me was the 30% quota now required for women. This means that at all levels of responsibility, we are now required to ensure a minimum female presence of 30%,” she added.
Another focal point was the constitutional provision making education compulsory until the age of 16 — a policy hailed by participants as a progressive move to strengthen national human capital and promote equal opportunity.
By initiating this internal dialogue, ARTFM is demonstrating that constitutional engagement must extend beyond official channels. The agency called on each participant to act as a civic ambassador within their communities.
“The goal of this meeting, as I reminded my managers, is for everyone, at their own level, to take their share of civic responsibility. We must popularize the idea around us, in our families, among our loved ones,” said Ms. Sangaré.
She concluded by announcing an upcoming national awareness tour, reinforcing the institution’s commitment to ensuring that every citizen understands and participates in shaping the country’s constitutional future.
