
In a sweeping decree issued Wednesday, Guinea’s transitional president, General Mamadi Doumbouya, announced a major reshuffle within the Ministry of Territorial Administration and Decentralisation (MATD).
The move comes as part of the government’s broader efforts to strengthen institutional governance and administrative efficiency across both central services and national agencies.
Among the most notable appointments, Dr. Mamadi Yamori Condé was named Principal Advisor. Mr. Aziz Diop will now serve as Political Advisor, while Dr. Kalil Aissata Keïta assumes the role of Legal Advisor. Additionally, Nanssira Sanguiana Camara has been appointed as Mission Advisor, with Ousmane Sacko tasked with overseeing participatory territorial governance.
On the oversight front, Mr. Cécé Loua becomes Inspector General, supported by Mamoudou Condé as Deputy Inspector General.
In strategic planning, Oumar I. Sano has been named Director General of the Strategy and Development Bureau (BSD), with Mamadou Saliou Woura Diallo as his deputy.
Leadership changes also extend to key directorates. Mohamed Lamine Doumbouya will now head the National Directorate of Territorial Administration, with Moustapha Barry appointed as his deputy. Dr. Mohamed Faro and Issiaga 2 Sylla will take charge of the Directorate for Local Authorities and its deputy division, respectively.
The promotion and regulation of NGOs will be overseen by Delphine Ouendouno, while Cheikh Alioune Diallo steps in as Deputy Director.
In border and civil liberties management, Moriba Magassouba and Aminata Sobra Bangoura have been appointed Director and Deputy Director, respectively.
Political Affairs will be managed by Soumaïla Dioubaté and his deputy, Alpha Issiaga Diallo.
Amirou Diawara and Oumou Mara will lead efforts in promoting citizenship and peace. Meanwhile, Mamoudou Diané and Moussa Yes Kaba are now in charge of the National Agency for Sanitation and Public Cleanliness.
Training and emergency services also saw major updates: Mamadi Magassouba and Mamadi Camara will guide the National Training Centre for Local Officials.
Lancei Touré and Tchéko Nicolas Millimouno will lead the National Agency for Emergency and Humanitarian Crisis Management.
In water infrastructure, Aladji Fodé Kaba and Mohamed Touré will spearhead the National Water Point Service. Civil registry operations will be led by Kemoko Dioubaté, supported by Alpha Kabiné Condé.
The communal guard will be supervised by Jean-Félix Bangoura and deputy Fodé Bangaly Condé. Additionally, Fatoumata Nembourou Diallo has been appointed Executive Secretary of the Interministerial Commission for Decentralisation and Local Development Policy (LPNDDL).
Further appointments include Dr. Cheikh Sidya Diabaté and Mohamed Diara at the National Commission on Borders, and Koïkoï Béavogui with Aïssatou Sidibé at the helm of the Commission for Refugee Integration and Monitoring.
These appointments reflect a renewed push by the transitional government to modernize public administration and decentralisation frameworks nationwide.
