In a decisive move to strengthen governance and administrative efficiency, Chad is training personnel from five major state institutions in strategic planning and archive digitalization, a development aimed at modernizing the country’s public administration.
The Parliamentary and Electoral Process Support Project (PAPPE), facilitated by the European Centre for Electoral Support (ECES), is spearheading the initiative.
Staff from the Chadian Parliament, Constitutional Council, Supreme Court, National Election Management Agency (ANGE), and the High Authority for Media and Audiovisual Media (HAMA) are participating in the programme in N’Djamena.
The training focuses on two critical modules: the first covers the development of strategic plans tailored for these key institutions, while the second addresses the challenges and best practices of digitizing archives—a priority aligned with the government’s commitment to modernizing administrative systems.
“This training is designed to equip institutions to plan, anticipate, and act effectively by optimizing their human, material, and financial resources,” said Madjiguène Thiam, PAPPE coordinator in Chad.
“It’s about laying the foundations to equip your institutions with a clear, coherent, and shared roadmap, allowing them to fully accomplish their missions, while respecting their rights and obligations.
Why? Because democracy isn’t built in a day.”
The digitization of archives represents a crucial step in enhancing institutional transparency and preserving vital government records.
Participants recognize that effective archive management is fundamental to strengthening institutional memory and ensuring accountability.
Amina Radouma Atché, Vice-President of the Constitutional Council, underscored the importance of the workshops amid current governance challenges, welcoming the focus on capacity building as vital for institutional resilience.
As Chad embarks on this modernization path, these efforts reflect a broader commitment to fostering strong, independent, and accountable institutions capable of supporting democratic development and effective public service delivery.
