The 2024 Forum on China-Africa Cooperation (FOCAC) is set to take place in Beijing from September 4 to 6, but one notable absence will be Benin’s President Patrice Talon.

Despite the participation of numerous African leaders, Talon has opted not to attend the summit in China, choosing instead to send a delegation led by Vice President Mariam Chabi Talata.
Vice President Talata, along with other senior officials, including Minister of State for Economy and Finance Romuald Wadagni and Foreign Affairs Minister Olushegun Adjadi Bakari, departed for China on September 2, 2024.
The delegation will represent Benin at the high-profile event, which aims to deepen the cooperation between China and African nations.
President Talon, who resumed his duties along with his government on September 2 after a brief vacation, decided to remain in Benin rather than join the summit.
The decision marks a notable divergence from the participation of other African heads of state at the FOCAC summit, which is widely regarded as a critical platform for enhancing China-Africa relations.
“The delegation, under the capable leadership of Vice President Talata, is well-prepared to engage in discussions that will foster stronger ties and mutual benefits between Benin and China,” a government spokesperson stated.
The summit’s theme, “Partnering to Promote Modernization and Build a High-Level China-Africa Community with a Shared Future,” underscores the event’s focus on strategic collaboration and shared prosperity.
The forum will address key areas of cooperation, including economic modernization, infrastructure development, and the enhancement of trade ties.
African nations are also expected to use the opportunity to negotiate new loans and discuss the restructuring of existing debts.
While President Talon’s absence may raise questions, Benin’s participation at the summit through its high-ranking officials reflects the country’s ongoing commitment to strengthening its partnership with China.
