
Benin is set to host a large-scale police simulation exercise designed to test the capacity of security forces to respond to agro-pastoral conflicts, a persistent source of tension in the country.
The exercise, titled “Spider Web on the Hills” (TASC 2025), will take place in the Collines department on September 25 and 26. It is being led by the Republican Police and involves coordination between multiple units, local authorities, and emergency services.
The simulation aims to ensure that forces can respond effectively to crises arising from disputes between farmers and herders.
The exercise scenario was formally announced on September 19 in the presence of political and administrative officials, as well as representatives from the security services involved.
The locations chosen—Dassa-Zoumè, Glazoué, and Savalou—reflect areas where agro-pastoral tensions have frequently led to conflicts and social unrest.
Brice Allowanou, Director General of the Republican Police, emphasised the importance of preparedness over prediction.
“The essential thing, for security actors as well as for political decision-makers, is not to ask when a crisis may occur, but to know how to respond when the time comes,” he said.
He highlighted that well-trained units, properly equipped and regularly exercised, are central to operational effectiveness and the success of emergency missions.
The initiative reflects broader efforts by the Beninese authorities to strengthen public security and maintain social cohesion in regions prone to resource-based disputes. By simulating realistic crisis scenarios, the police aim to identify gaps in communication, coordination, and rapid response, while also reinforcing collaboration between local administrations and security services.
With tensions between herders and farmers continuing to pose challenges to rural communities, the exercise serves both as a preventive measure and as a demonstration of the government’s commitment to ensuring stability in vulnerable areas. Authorities hope that the insights gained will help mitigate the impact of real crises and improve the overall effectiveness of emergency responses across Benin.
