
Benin fights corruption: BOAD and HCPC join forces to boost regional governance
In a decisive move to combat corruption across West Africa, the West African Development Bank (BOAD) and Benin’s High Commission for the Prevention of Corruption (HCPC) have formalized a strategic partnership through a newly signed memorandum of understanding.
This pact aims to fortify the prevention, detection, and punishment of corruption, fraud, and economic crimes throughout the WAEMU (West African Economic and Monetary Union) member states.
The agreement was signed by Braïma Luis Soarès-Cassama, Vice-President of BOAD, and Jacques Migan, High Commissioner for the Prevention of Corruption of Benin. This collaboration is part of a broader regional effort to pool expertise, resources, and tools for enhanced transparency and governance across the union.
Both parties committed to establishing a clear operational framework anchored on continuous dialogue, technical consultations, and strict coordination, to maximize the impact of anti-corruption measures.
At the signing ceremony, Vice-President Soarès-Cassama hailed the agreement as an “important milestone” in regional cooperation. He reiterated BOAD’s dedication to working “with determination and in the spirit of an exemplary partnership” alongside the HCPC. For High Commissioner Migan, partnering with a prestigious regional institution such as BOAD is an endorsement of the HCPC’s pivotal role in the fight against corruption within Benin and the wider sub-region.
By joining this initiative, Jacques Migan expressed his commitment to positioning the HCPC’s work within a proactive, cross-border framework aimed at dismantling corruption networks across WAEMU. This marks BOAD’s eighth strategic alliance in the region, complementing existing collaborations with key anti-corruption bodies like OFNAC in Senegal, HAPLUCIA in Togo, HABG in Côte d’Ivoire, and ASCE-LC in Burkina Faso.
Together, BOAD and the HCPC of Benin are strengthening a network dedicated to fostering a healthier economic environment rooted in integrity, accountability, and transparency. Their combined efforts aim to leverage the fight against corruption as a catalyst for sustainable development and increased regional trust.
