
Egypt’s Ministry of Housing has officially launched the second phase of the “Housing for All Egyptians 7” programme, aimed at providing fully finished residential units for low- and middle-income citizens across the country.
The initiative, known in Arabic as Sakan Lel Kol El Masryeen 7, is designed to alleviate the national housing shortage and promote inclusive urban development.
The Social Housing and Real Estate Finance Support Fund has outlined a clear process and eligibility criteria for citizens wishing to apply.
To qualify, applicants must be Egyptian nationals aged 21 or older.
They must not have previously benefited from social housing programmes or own a commercial or industrial establishment. Monthly income thresholds are capped at EGP 12,000 for individuals, EGP 15,000 for low-income families, and EGP 25,000 for middle-income households.
Required documents include:

A certified salary slip or income certificate.

Copies of valid national ID cards for the applicant and their spouse.

Marriage, divorce, or death certificates where applicable.

A recent utility bill (electricity, gas, or water).

Birth certificates for children, if any.
Applicants can obtain the terms and conditions booklet and apply through the official Social Housing Fund website. Steps include creating an online account, downloading and printing the reservation form, filling it out manually, signing it, and uploading it alongside all required documents in PDF format. The total file size must not exceed 2 MB.
Units available under this offering are located in key urban centers including New Obour City, 10th of Ramadan, Capital Gardens, Badr, New October, Sadat City, and 15th of May City, among others. Additional units are also available in governorates such as Aswan, Qena, Luxor, Assiut, Damietta, and the Red Sea region.
