Angola is poised to transform its energy sector with the inauguration of the Cabinda Refinery on Monday, 1 September 2025.
The new facility will produce diesel, jet fuel, heavy fuel oil, and naphtha, significantly reducing the country’s reliance on imported fuels and strengthening domestic supply.
The refinery will commence operations in its first phase with a production capacity of 30,000 barrels per day. Plans for a second phase will double output to 60,000 barrels per day, reinforcing Angola’s energy security and ensuring a steady domestic fuel supply.
Authorities highlighted that the project is the result of a strategic partnership between Sonangol, the state oil company, and Gemcorp, with a total investment of US$473 million.
Of this, US$138 million was contributed directly by the partners, while the remaining US$335 million was financed by international institutions, including the Africa Finance Corporation, Afreximbank, and Banco de Fomento Angola (BFA).
Beyond its industrial impact, the Cabinda Refinery has already generated 3,300 direct jobs and engaged 200 local companies in its construction and operational preparation.
A dedicated training programme has equipped 700 Angolan technicians with the necessary skills, with ambitions to reach 5,000 trained professionals over the next 12 months.
Officials emphasised that the refinery marks a significant milestone in Angola’s drive to become not only a major oil producer but also a capable oil refiner, enhancing the resilience and autonomy of the national energy sector.
“This refinery represents a new era for Angola’s energy industry,” a government spokesperson said. “It ensures that we can meet domestic fuel demand, reduce imports, and create long-term employment and technical capacity for our citizens.”
As the Cabinda Refinery begins operations, it is expected to play a central role in stabilising fuel prices, improving energy security, and fostering sustainable economic growth in the region, while positioning Angola as a stronger player in the African and global energy market.
