
Gabon has taken a major step toward strengthening its energy infrastructure with the signing of a memorandum of understanding (MOU) on Monday, October 6, 2025, between the Ministry of Universal Access to Water and Energy and the Italian engineering firm Todini Costruzioni Generali SpA.
The agreement, signed by Minister Philippe Tonangoye and Maurizio Csantini, a member of Todini’s Board of Directors, will pave the way for preparatory studies for the construction of the Booué and Tsengué-Lélédi dams.
These projects are seen as strategically important for the country’s electricity production and economic development.
The dams are expected to:

Enhance national electricity generation capacity.

Secure reliable energy supplies for the population and industries.

Support economic growth in the Moyen-Ogooué and Ogooué-Ivindo regions.
Speaking about the agreement, Minister Tonangoye emphasised its significance for Gabon’s energy future.
“This initiative illustrates the government’s determination to build sustainable energy sovereignty to serve the well-being of the population and to guarantee universal, equitable and sustainable access to energy for all Gabonese,” he said.
The collaboration with Todini Costruzioni Generali SpA, a company renowned internationally for its expertise in hydraulic engineering, is expected to provide technical guidance and ensure that the projects meet global standards.
Preparatory studies will examine environmental impacts, engineering feasibility, and the integration of the dams into Gabon’s national grid.
The Booué and Tsengué-Lélédi projects form part of Gabon’s broader strategy to diversify its energy sources and strengthen regional development, particularly in areas historically underserved in electricity infrastructure.
By increasing local energy availability, the government aims to stimulate industrial growth and improve living standards while supporting sustainable development goals.
Officials note that successful implementation of these projects could mark a turning point for Gabon’s energy sector, positioning the country as a regional leader in sustainable hydropower and contributing to long-term economic resilience.
