Benin’s 2023-2024 state budgets under review

Organized by the State Budget Analysis, Control, and Evaluation Unit (UNACEB), this event brings together members of the Finance and Trade Committee and parliamentary staff to delve into the intricacies of state budget management.

The primary aim of this workshop is to equip legislators with a comprehensive understanding of the execution reports for the 2023 budget and the first quarter of 2024.

The sessions are designed to enhance parliamentary oversight and facilitate a thorough examination of the budgetary laws for these periods.

Workshop Objectives and Structure

This two-day workshop serves several key objectives.

Firstly, it enables parliamentarians and their aides to grasp the main aggregates related to the implementation of the 2023 finance law and the initial quarter of 2024.

Secondly, it allows them to assess how government funds were utilized during these periods and to make recommendations based on their findings.

Lastly, participants will be guided in identifying potential control measures that Parliament might undertake in response to the observed data.

The workshop is highly praised by the First Rapporteur of the Finance and Trade Committee, Honorable Réginal Koumagbeafidé.

He noted that the event is invaluable for familiarizing lawmakers with essential technical concepts necessary for effective financial management and oversight.

It also provides a platform to make precise recommendations to the government.

UNACEB’s Satisfaction and Workshop Content

Simplice Quenum, Director of UNACEB, expressed satisfaction with the strong attendance and active participation of the legislators. He also extended his gratitude to the National Assembly President, Louis Vlavonou, for his support in organizing the workshop.

Over the course of the workshop, attendees will engage in three key presentations.

The first will analyze the economic situation as of December 31, 2023, and March 31, 2024.

The second will cover the results of the budget execution and cash operations for the same dates.

The final presentation will focus on financial outcomes in relation to public policies for the specified periods.

These discussions aim to deepen the understanding of current budgetary and financial issues and enhance parliamentary capacity in monitoring and controlling budget execution.

The workshop is anchored in two legal frameworks: the organic law on finance laws, which promotes transparency in public affairs, and a recommendation from a previous UNACEB workshop held from May 25 to 27, 2022, which called for regular training for the Finance and Trade Committee and parliamentary staff.
