The National Agency for the Identification of Persons (ANIP) has expanded its services with the installation of counters in ten hospitals across Benin, bringing government procedures closer to citizens.
The initiative, announced on 24 September 2025, is part of ANIP’s ongoing policy of modernization and outreach.
It allows individuals to complete essential civil registration tasks during routine visits to healthcare facilities.
Citizens can now register births, enroll in the Register of Voluntary Acts of Identification of Persons (Ravip), and update personal information, including phone numbers, photos, and signatures, without the need to travel to government offices.
“The installation of ANIP counters in hospitals aims to make civil registration accessible and convenient for all,” the agency said, highlighting its commitment to improving service delivery.
The selected hospitals cover both northern and southern regions of the country. In the south, the service points are at the Cotonou CNHU, Lagune Maternity Hospital, Kowégbo Center, Porto-Novo Departmental Hospital, Abomey-Calavi Zone Hospital, Zou Departmental Hospital in Bohicon, and Lokossa Departmental Hospital Center.
In the north, the counters are located at Parakou Departmental Hospital, Natitingou Zone Hospital, and the Order of Malta Hospital in Djougou.

This expansion is expected to significantly reduce delays and improve access to civil status services, particularly in remote areas, while reinforcing the importance of legal identity in accessing education, healthcare, and social services.
By integrating identification services into healthcare facilities, Benin moves closer to a system where administrative formalities are more citizen-centric, reflecting a broader push towards digitalization and streamlined public services.
