Chad’s Constitutional Council has embarked on an intensive training programme aimed at enhancing the quality and credibility of its judicial decisions.
From August 20 to 22, members of the Council are participating in a workshop in N’Djamena, organised by the European Center for Electoral Support (ECES) under the Project to Support Parliament and Electoral Processes (PAPPE).
The initiative is designed to improve the precision, transparency, and legitimacy of constitutional court rulings.
“Jurisdictional drafting is not a simple technical requirement,” said Madjiguène Thiam, coordinator of PAPPE. “It is the very expression of the authority, legitimacy and transparency of constitutional justice.”
She stressed the importance of clarity and structure in legal rulings.
“A clear, reasoned and well-written decision facilitates public understanding, strengthens confidence in the judicial process and ensures the effectiveness of the rights and democratic principles that guide the country,” she added.
By the end of the training, organisers hope participants will be “more firmly aligned” with the principles that govern constitutional decision-making.
“We expect this course to strengthen your rigour in handling cases, the transparency of processes, and the quality of decisions based on solid legal arguments,” Thiam said.
Opening the workshop, Jean-Bernard Padaré, President of the Constitutional Council, emphasised its far-reaching impact. “The mission of the Constitutional Council is central to protecting the rule of law and consolidating our democracy. Through our decisions, we ensure compliance with the Constitution, the regularity of elections, the guarantee of fundamental rights, and the proper functioning of institutions,” he stated.
Padaré added that improving the technical quality of the Council’s decisions would also reinforce its legitimacy and foster greater public trust in electoral outcomes.
The training forms part of wider efforts in Chad to enhance judicial professionalism and strengthen democratic governance.
